Temple disguises as a student to catch the killer, in an operation that almost cost Ella the guard of her nephew, if it wasn't for Mannion's interference to the judge.

Imperfect Victims

Ella is fearful of what will happen to Ricky when he testifies against his father, who's on trial for murdering the boy's mother; Temple tries to convince the victim of a serial rapist to testify; Nick discovers some explosive evidence against the mayor.

The Jackal

The city is terrorized by a criminal who stalks elderly people, empties their bank accounts and then kills them; the Mayor comes clean about his sordid past; Ella is asked out on a date, but she's not sure if she should accept.

Pot Scrubbers

Mannion goes after a dealer who is supplying drugs to rich executives. Meanwhile, his ex-wife, Sherry, shows up unexpectedly to deliver bad news.

The Santa Wars

Jack is threatened by an ex-cop who was fired. Ella has to deal with Santas fighting over the hot spots of the city. Jack's suspicious that Nick is seeing his daughter behind his back, when he's in fact trying to work out a way to bring her to see him for Christmas as a surprise. McGregor and Parras continue with their secret affair. A US Senator is arrested for public drunkness and the deputy mayor has to negotiate with Nolan for it not to go public. Expensive video games are stolen and it is discovered the the store owner is behind it to get extra money.

Temple leads an investigation to catch a serial killer who is murdering prostitutes, but after viewing the women's mutilated bodies he doesn't know if he's strong enough to see the job through; Mannion comes under pressure to hire a politically correct candidate for a district-commander post.

Mannion becomes personally involved in a case after a woman asks him to find her husband; McGregor threatens a former I.R.A. gunman who is in town for peace talks.

Vigilante

Mannion searches for a vigilante who is killing convicted child molesters; Ella learns that one of her neighbors is a former sex offender.

New World

A respected Vietnamese colonel, who is now a successful local businessman, is suspected of running a sex-slave operation using kidnapped Asian girls, one of whom is murdered. Also, Ricky refuses to go to school and he won't tell Ella why; and McGregor's reluctance to publicly acknowledge his relationship with Nancy leads to a confrontation.

Night Moves

Mannion decides to declare war against street gangs after a drive by shooting kills an innocent pedestrian. Two Latino gangs (the ""Colombian Guardian Crew"" - C.G.C. - and ""Los Muertos"") - one Cuban and one Salvadorian - are in war with each other over territory limits and Mannion sends his best men to catch the main leader accused of killing the pedestrian: Carlos ""El Gato"" Cesar, one of the most dangerous gang members in the city. Meanwhile, Mannion has suspicions that the same man that reported a criminal fire is the one who started it; and Nick has to face his fears after being badly beaten up by a robber.

The Agony and the Ecstasy

Just as Mannion and his ex-wife, Sherry, are making plans to get back together, their son, Jack Jr., arrives for a visit. He brings his new girlfriend with him and they announce they're taking a year off college to travel through Europe. The problems grow bigger when Jack Jr. is confronted by his dad for using ecstasy and is later arrested at a rave party for possession and traffic. Meanwhile, a kidnapped woman calls from a car's trunk begging for help before she is killed; Nick has to face neighborhood problems at his new house and Parras is confronted and suspended by her superiors after her gun is stolen by a man she picked up at a bar and used to kill a man.

Running Towards Fire

Detective Travis Haywood is shot while performing an undercover operation by an off-duty cop. Mannion has to handle the manipulative press that keeps referring to the incident as the third time a black cop has been shot by a white cop. Detective Heywood dies and the issue of prejudice gets stronger as the black cops demand the shooter to be severely punished.

Don't Fence Me In

An operation to catch a theft mob is set and Temple goes undercover as a pawn shop salesman who also works selling stolen objects. After entering a scheme for stolen credit cards and laptops, the agents make the arrest for the two brothers who were the heads of the gang. Meanwhile, McGregor investigates the origins of a stolen bracelet caught on Temple's pawn shop, which leads to a case of rape/murder from five years ago. McGregor is convinced the prime suspect is the murderer, but can't make an arrest until he tries to fly outside the country. Nick is still trying to develop a good relationship with the community member, but can't because she won't date white men. Nick tries to make something to please her and stops a demolition in the name of Mannion, who wasn't pleased to hear that and ends up giving Nick a warning about mixing personal life with work. And Queenie, the presidential dog, runs away and a psychic is called to help find her.

Fools Russian (1)

Two ex-cops who worked as bank securities are shot to death and Mannion suspects that the Russian mob is behind it. The FBI wants the case, but Mannion won't let go and decides to solve it by himself. He contacts Monya, a Russian gangster from NY with whom he has a history and Monya gives him a name to go after. The FBI wants to take over the investigation and Mannion refuses to help them given the issues he has with the bureau back from when they let his old partner die. After a few insults that cross the line of internal rivalship, compromising evidence from Jack's personal account appear to incriminate him, possibly planted by the federals. Meanwhile, Temple's marriage is approaching and he couldn't be happier. But his plans are suddenly interrupted when he pays his fiancée a visit at the hospital. Two men had just arrived from a neighbor fight over a fence, and one of the victim's brother goes insane and tries to shoot the other man. But McGregor throws himself to protect the man a

Fools Russian (2)

Mannion receives Monya's hand by the mail, an indication that someone is plotting against him. Temple hasn't recovered from his fiancée's death, but Mannion accepts him back on the force. With Mannion under heavy investigation, the mayor has no options but suspend him. Noland steps in as police chief. Noland assigns McGregor and Temple to work directly for Mannion and he decides to run a investigation of his own. Temple, McGregor and Mannion go to a contruction to investigate the Russian mob, since a scheme for money laudry in the value of over 1 billion is discovered. The FBI tapes two unidentified Russians talking about Mannion's murder, and the voices are identified to be Boris' (Mannion's informer) and Putin's (the man the FBI is after). McGregor and Temple see four suspects enter Boris's bar and call Mannion. Temple decides to take action and walks into the bar, despite Jack's order to wait for him. Lost and Found

Mannion decides to take every missing case as a homicide case after a rich woman is reported missing, which causes some problems among the African-American community. Debreno is introduced as Temple's new partner, who is still recovering from his fiancée and his ex-partner's death. Ella is back at work, still recovering from breast cancer. Nancy considers going back to the streets as she recovers from Danny's death. Mannion investigates the main suspect on Danny's murder, and finds the suspect's apartment full of pictures of him, Sherry and his children. Sherry leaves and an anonymous call leads Jack to discover the suspect's body tied on his boat's anchor.

Foreign Affair

Mannion has to handle an international crisis after the son of the Colombian ambassador is discovered to be the main dealer of the heaviest type of heroine yet. Threatened not to do anything about it, Mannion studies the international code for diplomatic immunity and plays around until he gets Eduardo kicked out of school and arrested. Meanwhile, Temple helps a heroin addicted woman; Ella has problems with Ricky after he returns from summer camp; Jack Jr. goes to court for his drug problem and Nancy finds Jack a new assistant.

Night Shift (a.k.a. Back Fire)

Temple and Debreno are working on a carjacking followed by murder case. Parras is suspicious when the victim's fiancé cries but no tears come from her eyes. The case is only solved with the help of a schizophrenic homeless man with multiple identities, who saw the suspect with another man just before the shooting. Temple and Debreno are not getting along, and Mannion has to interfere before Temple (who's much more religious since his fiancee's death, which annoys Debreno) tries to quit. Ella has to handle a strike/budget crisis. Parras is back on the streets and her partner takes it hard when another black man insults him. A snake is left loose around the office.

The Project

After a women is stabbed to death outside her apartment building, and no witnesses are willing to speak to the police, Mannion moves in, hoping to gain the residents' trust. The housing project has been a dangerous place to live for a long time and the residents are weary of the police, who never seem to be there when they need them. Now, Mannion must convince them that this is not a media stunt -- he honestly wants to make their lives safer -- and that they need to speak up before the killer strikes again. (from CBS)

To Serve and Protect

A construction worker finds the skeleton of a dead boy. He was Noland's last case before promoted - a case that was never solved. Now Noland devotes all his efforts into putting an end to this crime. They finally arrest the boy's mother, who also killed another son of hers. Meanwhile, Mannion tries to change the child abuse scenario in the city. Nick negotiates a possible candidature of Mannion's for the upcoming mayor election. Ella has to fire an old employee but manages to keep him. Parras has trouble dealing with an abusive father that reminds her of her own father, until it is proven that such father never touched his problematic 14 year-old son.

Melt Down

When two children are shot by a 7-year-old boy, Mannion makes it his mission to find exactly how the boy got his hands on a gun. When Mannion questions the 7-year-old, he learns that the youngster took the gun from his 15-year-old brother who reveals that he got the gun from a ""guy on the street"" near his school. With the help of Temple and Debreno, Mannion sets up a sting and discovers that the weapon was actually a gun that the police had confiscated in a ""buy-back"" program. Now, with the Public Safety Commission breathing down Mannion's neck, he must track down the culprits before any more guns hit the street or any more children get hurt.

Bulldog's Ghost

After Nancy discovers a murdered homeless man, Mannion notices that the body has a distinct military tattoo. He identifies the man as a former Marine believed to have been held prisoner in a Vietnamese camp. They soon learn that the victim may have been one of many POW's who were returned to the United States in the 1980s after the government stated that there were no prisoners left in Vietnam. Now, as Mannion delves further into the case, he must battle the demons that continue to haunt him from the time he spent in Vietnam. (from CBS)

Tug of War

When Mannion has Temple and Debreno investigate the woman's murder, he discovers that the criminals weren't going for the victim's cash or credit cards, but for the expensive purse itself. In response, Mannion immediately dispatches detectives to patrol subway cars, angering the chief of the Transit Authority, who believes that Mannion is trying to muscle in on his territory. Then, when Debreno and Temple set up a sting operation, Debreno's life is put in danger and Mannion's team must find a way to draw out the perpetrators of these crimes before they strike again. Also, Mannion's outrageous ex-fiancee comes back for a visit after hearing that Mannion and Sherry split up.

Cop Hunt

A woman who was driving home late at night is found beaten and raped after being stopped by a police officer for a traffic violation. After talking to the woman, Mannion discovers that this is the latest in a series of attacks allegedly perpetrated by a police officer. Now, after Mannion conducts an internal investigation of his officers and fingers start pointing at Cutter, Debreno is thrown for a loop when his estranged wife (Farentino) informs him that she was attacked in the same exact way. Meanwhile, Preston Kembridge, a mayoral candidate, tempts Nick with an offer to run his campaign. (from CBS)

Thursday

When police officer Robert Turner woke up one Thursday morning, he thought it was going to be just a normal day on the force. However, when a car plunged off a bridge into a river, Turner lost his life while rescuing the family inside. Now, Mannion and his team reflect on the life and death of one of their own. (from CBS)

Russian Winter (a.k.a.The Russian Wars)

Mannion confronts his No. 1 enemy, Dimitri Putin, and learns who killed Det. Danny McGregor in this pivotal episode. A Russian woman, Erin Vratalov, comes aboard Mannion's boat claiming she needs protection from Putin. She tells Mannion that Putin ordered her husband, Yuri, to kill the chief. But when Danny died in the assassination attempt instead, Putin had Yuri murdered and is now after her. She also claims Yuri had a tape recording of Putin giving the order to murder Mannion, but she doesn't know where it's hidden. So begins Mannion's race to find the incriminating evidence, a search that leads ultimately to a volatile face-to-face encounter. (CBS)

Twist of Hate

After a mosque is vandalized, Mannion questions the mosque president, who reveals that the mosque has been receiving threats. Meanwhile, Temple and Debreno investigate two other hate crimes - both with similar scenarios - involving a rabbi and an African-American respectively. Now, before racial and ethnic tensions escalate, Mannion and his team must get to the bottom of these crimes - unaware that the perpetrator is the last person they would suspect. (CBS)

This Too Shall Pass

Page and Debreno investigate the murder of a reporter, and evidence point them to a wheel-chaired man, who claims the victim was already dead by the time he found her. Mannion goes to NY for his daughter's graduation from police academy and has a hard time saying goodbye to Sherri. Meanwhile, Parras meets a charming man on a cab and thinks he might be ""the one"", and Brander confesses his love for her. Ella goes to Ricky's school to check on why he is having problems with his new teacher, and finds out she looks just like his late mother.

Wasteland

A teacher, protesting the Board of Education's inattention to her cries, takes the board hostage at gunpoint and Mannion is called in to diffuse the situation. Frustrated by getting the run-around from the board and environmental agencies, she gives Mannion 12 hours to find answers to the teacher's and students' health problems before she opens fire. Mannion and his team must uncover a complex environmental cover-up while keeping the board and the teacher alive. Meanwhile, Ella asks Clive, the new man she is seeing and a lobbyist for the chemical industry, to look into the case from his end.

Daughter for Daughter

Mannion faces off with Putin once again and the stakes are even higher when Putin resurfaces and kidnaps Mannion's daughter! Mannion's initial theory is that Putin wants to trade one daughter for another, but everything changes when the CIA informs Mannion that Putin's daughter, Erin, has disappeared from the Witness Protection Program. Mannion finally finds his dazed and confused daughter, Beth; however, things get more complex when the police find a dead woman, believed to be Erin, in Beth's car trunk. As Beth is arrested for murder, Mannion must prove that his daughter is being set up and the only person who can help him is Putin.

The Greenhouse Effect

Mannion's friend Teddy Reed is the only witness to a Congressman's murder, and Mannion thinks she's lying about the whole situation. Meanwhile, the city erects a statue depicting a heroic act by three police officers, including Cutter, but many are infuriated when Cutter's figure is altered to represent someone of a different race.

Still Life

Mannion assigns Debreno and new detective Olivia Cahill to work together on a missing Picasso case. They get on each other's nerves, but solve the case after Debreno makes up a theory that at first sounded too conspiracional, but turned out to be true. Meanwhile, Nancy's mom announces she's leaving her father because she found out he was cheating on her. Nancy accidentally let slip that she already knew about it and has to ask her mother to forgive her. Ella is threatened by the possibility of a breast cancer return and both Mannion and Clive offer her their full support. They look back at their best times with her and learn that Ella is cancer-free.

Shades of Gray

The crime level on District 9 is skyrocketing, and Mannion blames it on Commander Richard Gray, whose performance has fallen under expected. Mannion's actions are recriminated and he is pressured to re-think his decision to fire Gray, but he won't give in. Finally, Gray resigns from his duty, and several cops show their loyalty to him by handing their badges as well. Meanwhile, Officer Parras has to face a performance evaluation when her nightstick breaks on a suspect's face. Later, Ella finds out the sticks are cold sensitive and it wasn't Parras's fault.

Shell Game

When a man is murdered under suspicious circumstances and Mannion finds out his office is bugged, he starts his own investigation on the case. The latest person to see the victim alive was Lisa Fabrizzi, a CIA agent, which connects the case to the Agency. Mannion faces CIA director Tom Gage for information but doesn't get anything except for a stonewall. Mannion finally gets to the real killer, Braxton, who worked at a software company involved in CIA covert operations. Braxton is killed. Meanwhile, Ella almost buys the house of her dreams and Parras and Brander have to protect condo residents from a monkey.

The Killing Point

13 years ago a man was convicted for murdering two people at a convenience store. Now Patrick Debreno, Kevin Debreno's brother who's a priest, has to help save him from the death penalty. Someone confessed to him the location of the murder weapon, and Chief Mannion and his team get the suspect and try to make him confess, since Patrick can't accuse him. Unfortunately, Gilbert Isaacs is wrongfully killed for a crime he did not commit. The true murderer, however, storms out of the interrogation room and shoots himself at home. Meanwhile, Ella receives a letter from Pablito, Ricky's father. He's asking to see his son, and after a lot of thinking, Ella meets with him and decides not to let Ricky see his father. She still has to convince Ricky that his father being in prison is not his fault.

Convictions

When one of Debreno's first cases solved under Mannion goes to trial, the defense uses Debreno's troubled professional and personal past to discredit him, implying that he set up the defendant in order to impress Mannion. Now, as Mannion questions Debreno's motives, he must also decide whether or not Debreno has a future as a part of his team.

Payback

The gangster wars have crossed the limits, leaving a blood trail and innumerous victims. Mannion has Temple working undercovered trying to reach the big boss on the drug dealing schemes. But it's not such an easy road and Temple is forced to try some crack in order to prove he's not a cop. That brings back ghosts from his druggie past, which Temple may no be strong enough to fight again. Meanwhile, Mannion himself interferes with the gangsters, interrogating young 12 year-old Junior about homicides. Later, Parras and Brander are victims of an ambush and are kidnapped by the gangsters. Luckily the police force rescues them before anything happens. Mannion sees no way out but turning to Richard Gray for help. With him, he gets the gang leaders to settle a non-aggression deal. When everything seems to be going back to its places, Temple looks for drug dealers to buy some crack. Ella turns down Clive's proposal to move to Seattle with him, and he decides to stay and marry her. And Mannion

Resurrection (1)

The third-season opener picks up where the sophomore year ended, with Mannion struggling for his life after being shot on his boat and falling overboard into the Potomac River. As he tries to pull himself ashore, his would-be assassin — the daughter of a Russian mobster — flees the scene and is hit by a car. While the accident brings to light the fact that Mannion is missing, the chief keeps his survival a secret so he can figure out who's behind the shooting. Deputy chief Noland is immediately pressured to solve the case by an aggressive U.S. attorney general, while a new press secretary tries to keep matters from spinning out of control.

Oil and Water (2)

Mannion, who is presumed to be dead, pops up in Paris to follow the Government official he believes is behind the attempt on his life. Back in Washington, D.C., Temple is stopped for speeding and an officer finds cocaine in the car, but Temple claims the drugs are evidence he obtained at a crime scene and forgot to turn in.

Explicit Activities

Mannion goes head-to-head with the U.S. Attorney General and a tough civil-rights lawyer (Jaclyn Smith) in an emotionally charged episode. The investigation into the murder of an 11-year-old girl turns up the child's photo on a porn site, prompting Mannion to seek help from Attorney General Hatcher to toughen legislation against Internet child pornography. But Hatcher has an agenda of his own. In other cases, the chief is asked by a congressman to look into a case involving the alleged accidental death of his son, and a high-profile lawyer (Smith) accuses an officer of using excessive force.

Drug Money

Mannion investigates a series of robberies in which pharmaceuticals, mostly AIDS medications, were stolen; Temple worries about having to take a random drug test because of his failure to report that he used cocaine while undercover; Debreno reluctantly agrees to participate in a charity bachelor auction and is won by a sexy mayoral candidate (Kelly Rutherford).

Faith

When father Patrick Debreno is shot at a funeral, Mannion and his team start an investigation to discover who the shooter is. They search through Monsignor Banning (father Debreno's mentor) past and discover accusations against him on sexual abuse against a child. Suspecting that father Debreno was not the target, Mannion reopens the case and the mother of a molested child gives herself in. Meanwhile, Ella struggles to balance her time between work and Clive, while the characters reflect on their faith during the course of the episode.

Old Wounds

After a man crashes and dies and the police finds thousands of dollars with him, Mannion and his men start an investigation to prevent the dead guy's old girlfriend from being killed. Turns out an old shooter that killed one of Mannion's friend back in New York years ago is the hired killer they're looking for, and the woman they were protecting was behind the plan to kill her current husband and keep the money. It's Jack's second and final chance to catch the guy. Mannion hires a personal wedding dress designer for Ella, who has second thoughts about her marriage. Nancy is diagnosed with Huntington's disease after falling from a fire escape and suffering a concussion while chasing a criminal.

The Second Man

During a struggle, deputy chief Noland shoots a college student he believes is about to rob a convenience store with a gun, but the ensuing investigation doesn't turn up a weapon. Soon, Internal Affairs demands that Noland be suspended, but Mannion refuses to take his badge. Also, the student's wealthy parents threaten to bring charges against Noland.

Free-Fire Zone

A reporter accuses Mannion of committing a war crime in Vietnam 22 years ago by ordering 18 innocent people to be killed, and one of the chief's fellow soldiers confirms the story. Also: Temple and Debreno search for a 15-year-old boy they suspect is planning to carry out a murder in order to join a gang.

Return of the King

The wife of a heavyweight boxing champion is found murdered in her hotel room, and Temple, the first officer on the scene, comes under suspicion because of a past relationship with the victim, who was habitually abused by her husband. Also: a custodial worker at the police department is discovered to have a false identity.

Small Packages

On Christmas Eve, Temple and Debreno hunt for three dwarfs disguised as elves who robbed a mission truck and were responsible for other thefts in the area, a billy goat who was part of a real-life nativity scene goes missing, Mannion is determined to fulfill ""Santa's"" promise to an 8 year old boy; Parras becomes attached to an abandoned newborn, and Ella has a gift-giving mix-up.

Goodbye, Jenny

Mannion tells Jenny McLure how his men arrested her brother while she is waiting for her final day. Jenny is dying from AIDS and Mannion makes sure her last days are filled with company and happiness. The cocaine found at Lester's apartment is missing, and Parras becomes of the main targets on the investigation on who switched the coke with sugar. Without the evidence they can't put Lester away, while matches from his pistol are coming from numerous murder scenes. Finally Chief Mannion finds the mole and sends Lester to jail, but unfortunately Jenny doesn't last to see the next morning: she passes away the day before Mannion's event to raise people's awareness on the danger and prevention of AIDS.

Untouchable

One of Vanessa Cavanaugh's students commits what she taught to be a perfect murder. No evidence, no witnesses. After the murder confesses to Temple and Debreno his crime, he starts to play with Mannion, who can't seem to charge him since the confession wasn't recorded. Mannion is out to get him for the murder of the father of 3 children and ends up finding a way to link the suspect to the murder scene. Meanwhile, Parras works on a Jane Doe case and finds the victim's estranged mother; and Kendall finds it difficult to end her relationship with a married man.

Sacrifices

A doctor who was reporting a crime sees Brander bring in a foreign criminal with a very suspicious disease, which she thinks might be Ebola. Instantly the office is put in quarantine. Without being able to get out, Mannion has to count on Ella, who was at home preparing for her wedding to keep the order while he breaks through Brander's isolation bubble to save his life. Meanwhile, Debreno drives in the snow to find a delirious Temple, who was exposed to the bacteria and might be contaminated with what was later discovered to be a harmless African flu. The next day they all attend Ella's wedding, where Ricky calls her 'mom' for the first time.

Blindsided

While in L.A. Mannion unexpectedly meets up with Vanessa Cavanaugh and offers her a ride. Unfortunately the rental care is carjacked and the pair find themselves stranded in a deserted part of town after they get carjacked. Back in Washington, Deputy Mayor Lockhart asks Debreno to help her find a blackmailer who has a scandalous videotape that could destroy her career; Kendall is threatened by her ex-boyfriend; and Ella is offered a job by the mayor.

Back in the Saddle

Debreno is assigned to protect a country singer, scheduled to sing at the Kennedy Center Honors, who's receiving death threats; Elsewhere, in an effort to lead by example, Mannion hits the streets as a uniformed cop to make quality-of-life arrests on charges such as disorderly conduct, gambling and prostitution. But one of his arrests sparks a chain of events that leads to the reopening of a cold-case murder.

Last Waltz

Mannion's uncle, a retired New York City cop, visits and immediately gets involved in a murder case/jewelry heist; Debreno and Nancy transport a woman who witnessed a fatal shooting to Chicago, where she is scheduled to testify. But, she persuades her escorts to let her first visit her estranged daughter.

Where There's Smoke

After a shrinking budget forces Mannion to lay off officers, he takes on a powerful city commissioner he believes is partly responsible for the cutbacks. But the move upsets the mayor, who then looks for an excuse to fire the chief. Also: a congressional witness in a fraud trial claims key case documents were stolen from his hotel room; and Nancy and Brander are injured in an accident while pursuing a suspect.

Bloodlines

After a black prostitute is found murdered with the inscription ""Respect the Order"" attached to her body, Mannion and his team start a deep investigation that leads to a racial criminal who started serial killing African-Americans who were involved with white people. Meanwhile, Parras sees her father being arrested for requesting the services of a prostitute and has to face her own family problems. Temple helps a friend detox from heroine and Ella investigates a suspicious fire that could promote an officer – but ends up being the reason for his arrest.

Criminally Insane

The mayor is more determined to remove Mannion from office after a man is arrested and dies while in custody, apparently, due to an officer's failure to follow proper procedures. Things get even more intense between the two rivals when the mayor's mentally disturbed son goes missing after being taken to a hospital by two cops.

Rage

After a video where Brander arrests a drug addict is made public and turned into a abuse of power issue, the Mayor demands that Mannion fires Brander, which he refuses to do giving that the man was found innocent. Instantly, a major riot breaks out in the city, with the citizens protesting and attacking the police, demanding that Brander gets fired. Several police cars are bombed and set on fire, and Nancy rescues an officer from an angry riot. He's badly injured, and asks her out when he comes by to pick up his dog. Meanwhile, Temple witnesses his friend Reese die while trying to find the man who shot him. Mannion is trying to save Brander, but when he can no longer live with his guilt he turns in his badge. Unfortunately, the mayor taped Mannion's conversation with Brander over the phone and fired him for obstruction of justice. Late at night, Clive calls him up, saying that Ella died unexpectedly.

Ella Mae

After beloved Ella Farmer dies unexpectedly, all the members of the police district pay a tribute to her, remembering all the hard work and effort she put in her job. They pray together and miss her, knowing she'll be forever in their heart, and that no one can ever replace her as Mannion's right arm.

Into the Sunset

Without a job and his best friend, Jack takes off to Arizona to play some golf, but not even without his badge he can stop solving crimes. He gets himself involved in a scheme of dirty cops with Mexican dealers and crosses the border to catch the dealer – which he does. Meanwhile, back in D.C., Cavanaugh and Sherry team up to trace Jack and Cavanaugh discovers something that might save Jack's job. Nancy does some investigation on her own and discovers that the guy that died on Brander's hand was injured prior to their encounter, which could clear Brander. Temple and Debreno set up a scheme with Cashmere Brown to bust Lester Richards, who ends up shot to death by Temple.

Jack's Back

Back from his Arizona vacation and determined to get his job back, Jack starts campaigning for being Chief of police, even though it's not an elected position. He chooses not to use the illegal taping card that might get him back in the office in no time for a future use and moves into a poor neighborhood. Meanwhile, Brander decides to go back to the force and teams up with Nancy to investigate Lester Richard's death, for which Temple got arrested. They discover that Maria ""Cashmere Brown"" Rodriguez was lying, which frees Temple – but doesn't exactly prove he didn't kill Lester vindictively.

The Devil You Know...

After Chief Strickland causes the death of an innocent old lady due to having inaccurate information on the whereabouts of a dangerous drug lord, Mannion decides to catch the guy himself. He uses the help of his best men, who put their jobs at steak and work parallel to Strickland's orders. Mannion's house is burnt down after he keeps stopping kids from selling drugs. When Mannion finally catches the guy, Mayor Douglas won't give his job back, so Jack is forced to reveal that he knows the phone wire was illegal, which ultimately forces Douglas to give him his job back. Meanwhile, Temple investigates two cops whom he thinks are abusing their authority and beating the people they arrest, while Debreno sleeps with Maria Rodriguez, which causes some conflict on his friendship with Temple.

Free Byrd

Mannion is determined to have the best people possible working for him and asks his ex-wife, Sherry, to become his Superintendent of Detectives. Meanwhile, when an ex-con is arrested for the murder of his girlfriend who was also a parolee, Mannion tries to put into action a parolee-rehabilitation program Ella had begun before she died.

The Kindness of Strangers

Chief Mannion and his men investigate the disappearance of teenage girls who all point to a virtual suspect: a guy named Icarus who uses the internet to lure his victims and eventually murders them. The case takes a personal turn when Noland's niece becomes the next target and Joe puts all his efforts into catching the guy. Meanwhile, Temple suffers with pranks and rash commentaries from his co-workers about the death of Lester Richards, while Sherry tries to adjust to her new job.

Blind Eye

Jupiter for Sale

Mannion and the team reopen a 17-year-old cold case when a girl is found murdered in the streets of D.C. ""Jupiter,"" a serial killer that was never caught, appears to have re-emerged.

A House Divided

Mannion investigates the death of a man during a Civil War reenactment. While Temple takes the matter personally when one of the suspects turns out to be a big time racist, it's Noland who, trying to find a connection between him and a man in an old picture, discovers a rivalry between the prime suspect and the victim that dates back to the Civil War days. Meanwhile, Debreno and Regan are out testing a new bait car that almost causes the death of a car thief.

Acceptable Losses

Ricky and a friend collapse at Ricky's birthday party and are taken to the hospital, where they are diagnosed with MDMA ingestion (a.k.a. ecstasy). Mannion and his men hit the streets trying to reach the source of the drug distribution network, which leads them all the way to a man in the Netherlands. Meanwhile, Clive and Ella's sister fight over Ricky's custody, and Ricky chooses to go with his aunt to Florida. Debreno and Temple's friendship is shaken and Temple punches Debreno, still about the Lester Richards case. Brander and Cutter track down an ATM thief, a job usually done by the secret service agents – who offer Cutter a position on their staff.

In God We Trust

Mannion searches for a modern day Robin Hood after he distributes money and stolen goods from the roof of his own building to needy neighbors on the street. Meanwhile, Temple continues to deal with the shooting of Lester Richards.

Hollow Spaces

Mannion is very disappointed when he finds that the 17-year old boy who got Ella's heart is involved in a robbery of a gas station that ended in the attendant's death. Temple's day turns very sour when the mayor decides to not pick up the court fees after the Lester Richards case. Meanwhile, Nancy and her mom are attacked by car jackers, or are they?

Breath of Life

An officer is hit by a car, and his partner is suspected of not giving him CPR, because the officer down is gay. The car in connection with the hit-and-run is traced to students performing lewd sexual acts without their victims' knowledge, then posting the videos on the internet.

Party Favors

A staffer is found to have hung herself because she was about to reveal names of top officials who were trading votes for sexual favors. The reporter to whom she was to reveal the news also has something of a history with Chief Mannion's family. Also, a school teacher fights for health care reforms for students and families.

People in the witness protection program become victims, and the team sets out on the case to find the killer. Meanwhile, Chief Mannion gets a specialty sandwich named after him, which then becomes ""hard to swallow.""

Mannion wants to believe that it was self-defense when his attractive fencing teacher's husband is killed at her studio. Meanwhile, Debreno recognizes a suspect in a drug case as his childhood friend who convinced Debreno to go into the Police Academy.

The Black Widow Maker

Mannion gets involved in a local murder investigation when he travels to a small town to fight a warrant for his arrest for a traffic violation. Meanwhile Temple and Debreno look into the disappearance of an armored truck owned by the company the Temple works for part time.

Passing Time

Mannion investigates the death of terminal patient afer her daughter shoots the doctor at point blank range, who she believes is responsible for her mother's death. Meanwhile Nancy must confront her own future when her father's Huntington's Disease worsens.
